Before the Game Boy Advance emulator scene got crowded, one program did the job: VisualBoyAdvance. Version 1.7.2 is the current stable release of the original VBA, which runs Game Boy Advance, Game Boy Color and Game Boy games, and it's the exact program that the old guides and cheat tools assume. Newer builds have appeared, but this is the one to match a guide to.

There's no installer. Unzip it anywhere and run VisualBoyAdvance.exe, then use File > Open to pick a GBA, GBC or GB ROM you own. Version 1.7.2 added JPEG and PNG skins, a search for the base language DLL, and fixes to the map viewers and the Windows skin handling.
The default keys are the arrows for the D-pad, Z for A, X for B, A for L, S for R, Enter for Start and Backspace for Select. Space speeds things up and F12 captures a screenshot. That is where most people go wrong, because L and R sit on A and S and nobody guesses that. Options > Joypad > Configure changes all of it.

Update: the original website, technogone.com, has gone and 1.8.0 never got past beta. If you want something maintained, mGBA and SameBoy are on Digiex, and TGB Dual 8.3.1 is another Game Boy option.
