I think the Dashboard delay may be down to Bing search not working as it should as stated here -

Chat with MS:Thank you for patiently waiting,the new dashboard is still coming out today,just the release time was pushed by slightly,but it will be released worldwide later today.
 
Maybe it will be today. Just saying what my mate said. If it is today ill say around about 19.00 - 19.30 UK time like it was with the beta updates.
