You won't be able to connect DS to a WPA-protected network. It needs to either be set as WEP, or unprotected.

As for the Nintendo Wifi usb adapter, it's possible this does not work in more recent versions of Windows, but it should work if you can run an older OS (not sure if VM works.)

Android phones have the option to share mobile data over wifi by creating an access point, not sure about other kinds of phones. The only options available are unprotected and WPA2 by default, there might be third-party apps that let you share your data through a WEP-protected network.
You could always set up an unprotected access point, activate it once you need to connect your DS to it and use wifi dumper and deactivate it afterwards; by the time the dump is done I don't think anyone will have stepped in and downloaded stuff off your shared access point in the half a minute it'd take but I guess you might not want to take the risk.

Can't directly downgrade from 11.4 right now no, but if you have a compatible flashcart you can just use that to run Decrypt9 (or GM9 if that has option to dump DS carts) directly without even needing to mod your 3DS.

Based on the options you have listed I think creating an insecure hotspot on your Android phone would be the easiest method to try first.

On your Android phone go to Settings > More > Tethering & portable hotspot > Setup WiFi hotspot

(This might look different depending on the manufacturer of the phone / version of Android, however the options should be very similar)

This should then bring up this menu:

• The network name doesn't matter but keep it short and simple
• For security select "None"
• If you have the choice of AP band you need to select "2.4 Ghz"

You now need to connect both your PC / Laptop and the DS to this access point.

You should then be able to follow this tutorial from the "Setting Up A WEP Wireless Connection On the Nintendo DS" section.

Hopefully the DS should have no issues to connecting to your phones hotspot.

I got it with this method. It's a wrap guys. Every single Gen 4 and Gen 5 distribution known to have leaked has been dumped. Game over. I got it dumped.

For some reason this and the EUR Shaymin distribution carts do not work with my copy of Soul Silver (UK). They say they find the distribution but that it 'cannot be used on this version'.

Does anyone know what else I can try?

Edit: I figure the inclusion of Heartgold and Soul Silver in the list of games it'll work on is a mistake since the dates of the event predate the european release of these games.

It works on my copy of Diamond.

I only have one flashcart so I can't distribute the gift to my rom versions of the games which are all US. I can confirm it works on a UK version of Diamond however

Good spot, i've edited the original post to reflect that. The information was taken from Bulbapedia which is incorrect it would seem.

It would probably be wise for me to double-check and verify it myself, but I'll take your word that it doesn't work for HGSS, so I fixed the graphic on the Bulbapedia page. It wouldn't surprise me as they tend to have minor incorrect bits of information like this. Let me know if there are any other events that are wrong on Bulbapedia, and I'll fix those as well.

Yep, it will work with every European games, Italian ones included.

It is exactly the same they used in Italian GameStop in 2010 (I personally took part in that event).

EDIT: I noticed the same thing happens with the [USA] GAMESTP Celebi and the [EUR] WIN2011 Celebi. After I got one I can't get the other one.

The problem is the "Wonder Card ID", it is shared between Arceus US and EU distributions (0019) and Celebi US and EU distributions (0062).
If you want to receive both, you have to manually delete the "memory" of the Wonder Card received, using a save manager like PKHeX.

It's ok, I was just worried that something was wrong, but if this is the case then it's fine, I can simply get the other event on another cartridge, no problem!
