I don't believe there's a video but are you struggling getting it to work? If so what problems are you having with it and what have you tried so far?

Edit: I managed to find a video on it in Spanish. Sound warning at the beginning. Skip first 11 seconds or mute it.

Hello there. I downloaded this content on an R4 3DS Gold+. For some reason, I cannot get the Eon Ticket on my Japanese/English Sapphire and Emerald cartridges. I have both of the Mystery Event/Mystery Gift activated on those games. The same issue with the Aurora Ticket on my Japanese Emerald. What's going on? Any suggestions?

Have you checked the second floor of the pokemon center? A lot of people don't realize thats where you collect the mystery gift key items in gen 3. Are any of the other cards working? If you have repo carts I don't believe it'll work. You can check if its a repo cart by seeing if you can transfer to a gen 4 game's pal park, though the language of both games has to match(unless you use a korean Gen4 game).

All of my Pokemon games for the GBA and Nintendo DS are 100% legitimate and authentic. I don't collect reproductions. I do go to the second floor to obtain the event items in Gen 3. Everything else seem to work but I cannot get the Eon Ticket on my Japanese and English Sapphire/Emerald versions and the Aurora Ticket on my Japanese Emerald. I got 8 badges on both games. I don't know what's the issue.
 
What I'd recommend trying is using a save backup/loader on your flashcart and trying the pc version, once you've made backups of your saves and see if that resolves your issue. I don't remember if this is a thing in gen 3 but maybe your wondercards are full in those games, and if I remember correctly these rely on wondercards.

Well, I did what you suggested. I downloaded the GBA Backup Tool on the R4. A computer is required to delete/name a save file. I used an old Nintendo DS to perform the procedure. I took my English Emerald save file from my Emerald cartridge to the GBA Backup Tool and transfer the save file to my Japanese Emerald cartridge and got the ticket(s) that way. The same way with Sapphire. No risks. It has to be for the same game. The language doesn't matter. Now, if only I knew how to do the same thing for DS games..

What game is it? If you already did the Mystery Gift activation and if the game is FireRed, Leafgreen, or Emerald, go to the second floor in the Pokemon Center and talk to the person next to the woman when you enter. No island from events can be accessed until postgame.

What if my 3DS doesn't have Homebrew? Where and how do I go about getting it? I heard this can be risky. What is a less risky way to backup Nintendo DS games?

Once you get the National Dex from Oak (obtain 60+ Pokemon), completed the One Island quest, and the Ruby and Sapphire quest that'll allow you to trade from other Gen 3 games (look on YouTube for the quest), I think you will be able to go to Navel Rock and Birth Island.

The current homebrew / CFW methods are pretty safe these days, if you can follow instructions its pretty hard to mess up these days. The best guide is this one here: https://3ds.hacks.guide/

You can look at my tutorial on how to Dump Nintendo DS Game Cartridges & Saves Over Wi-Fi i'm not 100% sure if that works for the later Pokemon games such as Black and White that had additional protection against save dumping however.
